Salary and Pension Committee

The federal government has set up a pay and pension committee to look into issues related to salaries and pensions of employees. But the commission could not submit a final report. Therefore, it is hoped that the Commission will do this before the 2022-23 budget.

The difference between salary and allowance

According to the details, employees of different departments get different allowances. In some departments, employees with the same pay scale and length of service are receiving two or three times more allowances than in other departments. Some other employees are receiving special allowances. However, there are some additional allowances such as Risk Allowance, Judicial Allowance, Disability Reduction Allowance, Utility, Technical, Executive, Audit and Accounts, Teaching, and Hard Area Allowance.

However, the federal government in 2021 and 2022 gave DRA to federal employees who are not receiving any special allowance. Federal employees receive DRA on the current basic salary, while provincial employees receive it on the basic basic salary. On the other hand, employees do not even get the allowance to reduce the disparity in Punjab, Sindh and Balochistan.

Revised Pay Scale 2022 and Ad Hoc Relief Allowances

Currently, employees are receiving the following Ahoce Relief Allowances.

  • 2016 @ 10% (Frozen)
  • 2017 @ 10% (on basic pay run)
  • 2018 @ 10% (on running basic salary)
  • 2019% 10% (BPS-01 to BPS-16) and 5% (BPS-16 and above) (on basic pay run)
  • 2021 @ 10% (on running basic pay)

At the same time, pay scales have not been revised in the last five years. Therefore, employees are demanding revision of pay scale and integration of five ad hoc reliefs into basic pay. Thus, according to the demands of the employees, the government should announce the revised pay scale 2022 in July 2022.

Increase in pension

Pensioners are the most affected category who have not received any benefits for a long time. Government employees get allowances and benefits, but pensioners get nothing. Thus, the pensioners are facing severe difficulties. Now the government should take steps for pensioners and announce in the budget 2022-23 to increase their pensions by 20-30%.
